[T3] Door hinge repair question

It never ceases to amaze what I have had to deal with on this 
project. The latest surprise regards the driver side door. I was 
doing some body work on it and noticed that both the top and bottom 
hinges are broken. I've put an image on the Samba here

My question is .. I want to weld this back together assuming that 
they are not replaceable. How is that pin stuck in at the top of each 
pin? Is it a tapered fit? Can I just heat the collar up and then 
"pop" it out? As you can see I will also have to drill out the bolt 
holes in the bottom. I have no idea why the previous owner welded 
them closed. It's just one of the many wonders of Notchback 
restoration. I eagerly await your considered opinion....
