Is it an o'ring flywheel, or steel gasket?? 
The starter can spin when not completely into the flywheel. I have seen
a lot of stop and start drivers with the flywheel chewed. The bendix has
is spring loaded, and can spin when not completely engaged. Check the
shaft on the starter to see if the Bendix is going all the way to the
stop. Or, is the stop not snapped onto its snap ring.
