This bracket originally held the charcoal canister for the fuel evaporation
system (smog device). Most of the canisters have rotted away, because the metal
was thinner than the rest of the car, or they were removed because they were
no longer doing their job. By the way, these were a pretty good dirt and
gravel trap, and tended to rust the metal behind them (on the other side was the
brake reservoir). I hope this helps.
