I thought it needed to output around > 12v even at idle, as the regulator can only discard voltage. Depending on how much throttle, this may or may not be fine. The generator is still pumping charge into the battery, so the battery will hold the voltage down. Don't do this test for more than a few seconds at a time, or the generator and/or the battery could overheat.
