It is very easy to just distort the cap enough by dropping it to make it a tight fit. Spray some WD40 or similar on the cap gasket, and check the face of the filler pipe isn't corroded. If it fits easily and opens and closes like that, oit will probably get stiffer as time goes on and the WD40 disperses. Mine's pretty stiff too, aggravated by dropping it once. Dave.
