The soot in the exhaust could be normal. That is not a good test.
Check for vacuum hoses off or loose. Check the normal stuff, like point
dwell, valve adjustment, and timing.
Is the FI pressure sensor the proper one proper one for your car. There
are many things that can cause poor gas mailage.
There is another thread going here right now about the same thing on a
'69. ('69 Fastback purchased) The 2 of you might be working on the same
thing.
