It sounded like the clicking was coming from the relay under the back
seat, not under the steering wheel.

On mine, terminal 87 has 2 prongs.  The hard plastic "boot", which is
rectangular, keeps the 2 wires together.

No, I only disconnected the 2 wires from 87.
