I really don't think you've got enough paint on your car to affect 
mileage or make your hood too heavy for the springs. Many drivers don't 
know that the hood springs are adjustable, and fairly easily so. Check 
the procedure in your manual. Most likely it's just that the springs are 
old and tiring out a bit.

If your fuel system has been messed with, perhaps by a PO, bring it back 
into spec. Fine details of timing matter, and ideas about 'feel' can be 
misleading. Cooling integrity makes a difference as well.
