<x-flowed>I'd start by checking the condition of the shock absorbers. A bad shock absorber would give the described effect, especially if it is leaking or even empty of oil. With that being said, I experienced a very similar problem in a 68 Type 1 once. On this Bug the problem was that the front stabilizer bar was not attached properly, one of the attachment fixtures was broken. Now, I know that the Type 1 has an external stabilizer, so given the construction of the Type 3 front axle, the stabilizer cant come undone. I would check the condition of the stabilizer bar if the shocks are in prpoer working condition.
