1. If the drums are scrap, drill more "inspection holes" on
   the outside so you can get a drift onto the other side of
   the shoes.

2. Undo the axle nut and pull the hub off, taking the drum
   with it.

When I had a very stuck hub I made a super heavy duty puller
which used the wheel bolt holes. I put nuts behind, but as
you can't get behind the hub, bolts which fit the wheel bolt
threads would do. Here's a photo of it:

With this, propane, and a mallet, it finally came off.
