Is this vacuum advance, mech advance or both?

Start by checking the advance mechanisms. You should be able to suck on the 
vacuum advance cans and watch the points plate move and verify that the can 
holds vacuum. To test the mech advance, just hold the bottom end of the shaft 
while you twist the upper end CW. It should turn a bit and then run into a hard 
stop. It should snap back smartly when you release it. Everything should move 
smoothly.
