I don't understand how it could meet US specs at that date without seatbelts. 
I'm quite sure that belts were required at the start of the '64 model year and 
that '64 Beetles came with them.

it's quite possible, however, that the US was not particularly strict about 
cars brought in like this, in very small numbers, at that time. We couldn't get 
away with this today.
