Keep in mind that there were no '65 US spec type 3s. I assume you mean the lower outboard hole for type 3s. It would be reasonable for VW to start putting that in at some convenient point ahead of the '66 model year, when they knew they would be exporting type 3s to the US for the first time. > Just went out and looked at my '65 T-1. I'm less sure about whether they were actually required to be lap belts or if any 2- point belt would have been sufficient. I have no idea about what the law was for trucks or light trucks. I would bet that '64 Beetles came with seat belts and had all the anchor points for them. I know my '62 Beetle had at least the upper outboard point, with a large plastic plug in it.
