I thought it was 66 that seat belts were required by law for manufacturers in 
the US, and 68 for light trucks. I know my 65 didn't get the lower hole. I 
added it when I was in there repairing the rockers / heater channels. But then 
my car was a euro spec car, so it may have been built for a different market. I 
know my 69 and later cars have 3 point belts. I even added the upper location 
when I chopped off the roof of my 71, just to keep it legal. ; )
