Assuming that it's been on there a long time, you can't, at least not most of 
the time. They are usually rusted solidly in place, and the only way to get 
them off is to cut the muffler off and torch the nuts. I have one side like 
that on my '71, same story. I'll just leave it puffing that way until the 
muffler is shot and then fix it when I install a new muffler.   

Mufflers are just too rare to destroy because of something like this.
