[T3] Filter & Valve at Tank

<x-flowed>I also added a fuel valve and filter at the tank.
I expect to remove the tank in the near future to
replace the ball joints as the boots are shot, so
I wanted to get that great access with the tank
removed.

I found a valve at the FLAPS, it's for a lawn mower,
and the standard plastic filter. The extra length
and weight of fuel and components drooped the
arrangement onto the tied rod, so I added a strap
to hold it up and out of the way.

You can just barely see the purple strap around the
fuel line near the filter in the image looking from
underneath.
