Por recomends not using their product over "old paint", which means you need to use something else there, or remove it. In this kind of application, I've found PPG's DP90 epoxy primer works very well. You need to do the metal prep stage on the bare metal and rusty metal, but only need to "scuff" the painted surface. I sure would appreciate your thoughts - before >I paint. Thanks. I think you can still do this, but you'll need to finish removing the VW paint from it. I've found the POR good for somethings, but not for others, and as a result seem to use the epoxy primer I mentioned above. I know how it works, what it'll stand up to, and what I need to do to the surface being painted before using it. It's really your decision on what you want to do. If you're comfortable with the POR, use it,if not don't. I've also found out that POR15 can be top coated with DP epoxy, if you use both within a 2 to 3 hour time span. This would probably give you the best of both worlds. : ) I hope this helps.
