Yes, that does sound like an early Type 3 flasher relay.

Some are 2-prong and some are 3-prong.  It looks like the 3-prong are 61-63
judging by the wiring diagrams on my site:

Functionality is the same, I'm guessing the made an internal layout change.

It is difficult to find one NOS but I do see them on eBay from time to time.
