Yes, that does sound like an early Type 3 flasher relay. Some are 2-prong and some are 3-prong. It looks like the 3-prong are 61-63 judging by the wiring diagrams on my site: http://www.thesamba.com/vw/archives/info/wiringt3.php Functionality is the same, I'm guessing the made an internal layout change.
