Adding in the vacuum advance muddies the waters. The full combined advance for the 311L is about 40 degrees, which is much more than the VW engine can take at full load for any length of time. It's made available in the late distributors, but it's set up so that you only get that at reduced loads. At reduced load the engine can take more advance, which gives more fuel economy, but there's less headroom at full load, so the advance needs to be limited. You can certainly set your engine up for 40 deg of max advance, but then YOU become responsible for remembering not to put your foot into it for more than a few seconds at a time. How many seconds, you ask? Well, I don't know, but keep in mind that Bill Fisher doesn't say that you can get away with lots more in a drag racer, which is something that his book seems to be aimed at. The mech advance available from the 311L dist is about 30 degrees, so this is completely safe at any load. The one thing that the Bill Fisher book fails to explain is that the engine is quite happy with more than 32-34 deg of advance as long as it's not also being asked for full output. I think that oversight is forgiveable, because his book is about high performance.
