It's exactly this situation I'm talking about -- when traffic volume is 
relatively light but there's a phalanx of slow moving drivers 
unnecessarily blocking faster-moving traffic. It's much more about 
courtesy than about traffic volume. Your point about the mechanics of 
traffic flow being counterintuitive is well taken, though.
