I do appreciate that sometimes 2 or 3 slower cars are clearly blocking a HUGE clear space ahead and they block faster-driving people behind them. However, at times, it may be the case -- given real-world conditions -- that the highway simply cannot support all of those folks going that higher speed.

It's exactly this situation I'm talking about -- when traffic volume is relatively light but there's a phalanx of slow moving drivers unnecessarily blocking faster-moving traffic. It's much more about courtesy than about traffic volume. Your point about the mechanics of traffic flow being counterintuitive is well taken, though.
