I saw this same courtesy many years ago in Wyoming. The emergency lanes were 
wide and nicely paved there, and slower traffic would move over there as you 
say.

I was VERY impressed, and after I saw this behavior demonstrated to me several 
times, I followed suit thereafter.

I can't imagine this happening in many other places.
