More likely the connections are dirty and not allowing any current to flow thru them. On my 69 Square, I had to remove the fuses, and clean the ends of them along with cleaning the spade connections before my headlights would work. On my 71 Roadster, I had to do similar work just to get everything to function. The best parts are already in your car, as todays aftermarket stuff has some quality issues. If you take some time and reall check everything over, you'll find the OE stuff is the best you can have in your car. I updated most of my 65 to 71 components, but that was because I already had them, and I was converting from 6 volt to 12 volt. Just something to think about.
