Sounds like there is something about that shifter that is just wrong for a type 
3. Is there any chance that it's for the wrong year, or that there's some small 
difference between a beetle lever and a type 3?

If you unbolted the shifter base plate and rotated it 180 deg would that help? 
(ie, is it symmetrical?)

The set screws on the coupler go into dimples in the shafts. Did yours drop 
into those dimples?
