Very much so, but it's not a matter of how tightly the valve is installed.
The usual problem is a wrong part: the correct fiber washer for the float
valve is over 1mm thick. Many rebuild kits leave this out or get it wrong.

A couple of listees have carb manuals on their Websites, and I expect
they'll pipe up presently. There are several manuals with good general info,
but for the no-nonsense numbers look for a Without Guesswork VW service
manual, Types 1, 2 and 3 , '60-'70. These are market-specific, designed for
use by dealer service personnel, so you might even find one for Oz.
