Your suspicions are good ones. Both of these things happen to our cars.

Try just opening a bleed valve on that wheel and seeing how freely the brake 
fluid drips out. Compare it with the other side. A bad hose will often show up 
as one where you get little or no dripping from the bad side.

With a good system the fluid will drip out rather readily, but you have to be 
sure that the bleed valve itself is clear. If the rubber caps have been left 
off them they may be filled with rust or mud.
