I find that I ALWAYS have to file off the edges of new pads so that they are not too tight a fit in the caliper. Otherwise this certainly happens. I had this happen in a little used Mercedes. All 4 rear pads were so completely frozen that I had NO rear brakes. That was scary on slick winter roads! I had to completely destroy the pads to get them out. I was not the one who installed them, but whoever did, drove them in with a hammer.
