I don't have a carb or manual in front of me, but you do not need to be playing with the idle stop screw. Put it back where you found it. Lucky for you, you have a mirror image carb on the other side. Use the other carb to trouble shoot by comparison. Have you tried to adjust the flap? The three bolts on the electric choke cover can be loosened and the angle and timing of choke operation manipulated. You don't need to run the engine, just turn on the ignition and occasionally blip the throttle cable. Compare left and right. If you can't get it to move pull off the electric element cover and look for something amiss. Compare left to right. There are alot of linkages in there, don't worry about the adjustment of them, just make sure they are not impeding the flap movement. All that stuff in there is just the fine tuning of idle speed for warm-up, not necessarily for choke flap operation.
