I've heard of folks using a metal chain but I'm not sure what they use for a
wet ingredient? I'd try wd-40 or something like that...not too oily, then
flush with some brake cleaner or carb cleaner.

I've removed all of the fittings from the gas tank
and am ready to do SOMETHING to it. It has a lot
of surface rust (I hope) on the inside and would
like suggestions on how to scour it out without
resorting to an $80 cleanout at the radiator shop.
I have piles of metallic stuff I can put in there,
but I am leery of using water as a liquid due to
the amount of rust already in there. Rubbing Alcohol
perhaps?
Suggestions for a chemical to aid in rust removal
would be good as well. In all my years of messing
with VW's (since '78) I've never had to mess with
a gas tank.
