You should be using SAE 30 in this kind of weather. SAE 20 is too thin.

Pressure or vacuum? Either way, your tank has a vent line which should prevent 
either. Check that and fix whatever is blocking it.

Yes, just stick your head under there sometime after a drive and verify that 
the thermostat has expanded. Once you know what it looks like when it is cold 
it's easy to tell when it has activated.
