Since the front was lowered, maybe the previous owner tried to lower the rear but did not want to buy the degree level to measure the change in the torsion arms. If the bars are pulled out of the inner splines, it won't matter how many "notches" you turn them down on the outside. The two sides wont match. Just my 2 cents.
