They are different. Offset is measured from the midplane of the tire. 
Backspacing is measured from the inner bead seat. 

If you know the width and backspacing you can calculate the offset.

If you know the width and offset you can calculate the backspacing.

Personally, I think the offset is the more useful number.

In the examples above, the 4.5" rim has a 2.25" offset and the 5.5" rim has a 
1.75" offset.

The OE type 3 offset is 46mm = 1.81", which is pretty close to 1.75"
