Most of the mirror bolts I've seen have just two flats - check if yours are
indeed hex-faces.  If they are, you can measure with a mm rule and try.  Mine
measure 19mm across the two flats, but you would need an open-ended wrench for
that.  I assume you've used some plus-gas or similar to help loosen any rust.

Vice grips may help with the sheet metal screws; an impact driver isn't very
easy as you would need to support the tin.  Maybe a square shaft screwdriver
would do it.  Otherwise, you may have to destroy the head by drilling and remove
the rest by drilling and tapping once off.  If you can heat the screw and soak
it with plus-gas, it will help.

If you have a MIG welder, you can often break seized threads free by welding a
blob onto the screw head (or broken end).
