[T3] Newbie Help

I recently purchased a 73 fastback.  It doesn't run
but I'm excited about diving right in (I'm new to
VWS).  I've deduced so far that it has a dual carb
engine in it but not much further.  Someone removed
the fuel pump and I'm not sure what else.  There seems
to be a few hoses disconnected and some electrical
plugs (small) disconnected.  
I bought a new pump at a local parts store, primed the
carbs and tried to start it.  I didn't put the air
filter back on, could that be the reason it didn't
start?
I can't seem to locate the engine number, in the
Haynes manual it says that it is on the crankcase.
I could use some advice.  I've been doing research
on-line about the type 3, but it would really help if
I got info about my specific problem.
