You have to remove the gas tank and use a tie rod end puller to release them from the steering arm, then unbolt the steering shaft. I agree with some others that yours is probably not bad. It's more likely that there's something loose that could be adjusted, or that your mechanic is just not familiar with what a VW normally feels like, so he has the wrong expectations.
