Just further questioned my mechanic. He said "no further adjustment was possible, that the ____ bolt was trashed. The steering box was junk." I am not very comfortable with this guy's inability/unwillingness to explain repairs. It seems he is bothered by my questions. He keeps saying he has 20 years exp servicing air-cooled vws, but as a business owner myself, I couldn't imagine speaking with customers like he does. I think I'll go elsewhere, even if he is right about the SB. You have to remove the gas tank and use a tie rod end puller to release them from the steering arm, then unbolt the steering shaft. I agree with some others that yours is probably not bad. It's more likely that there's something loose that could be adjusted, or that your mechanic is just not familiar with what a VW normally feels like, so he has the wrong expectations.
