Daniel,

	It should immobilize the car -- that is, you shouldn't be 
able to push it.

	After the rear brakes are adjusted, you can (should) adjust 
the hand brake.  Have you done so?  There's a pair of cables, one for 
each side, running up the tunnel from the rear.  I just replaced one 
of the cables on my '63 Beetle yesterday, but that's got a different 
style mounting at the lever than the later cars like your '69; have a 
look at a manual.  (I'm also assuming that the 34 is the same as the 
others, but I could be wrong.  T34 donations accepted.)
