They are 2 rubber hoses that run down each side of center against the "firewall" in front of the tunnel. You can completely remove them and clean them out. You may also want to stick a wire up there tomake sure that there is no debris blocking the drain hole that leads to the hoses. I'm not sure what you mean by "vent covers" but any of our cars can get water in the airboxes when it rains. The secret is to let the water drain out. When these drains get clogged the water builds up in the airboxes and drips out in various ways. This is what you are seeing.
