In addition to Russ's suggestions, note that the shoes will always drag a bit unless you have pushed them out against the drums hydraulically which centers them. I usually pause in the course of adjusting new shoes a couple of times and pump up the brakes hard, then continue adjusting. If you have the car up on jackstands, you can start the engine, put the car in first and pump the pedal a couple of times; repeat in reverse. This centers them pretty well. When you adjusted the brakes in the direction that they locked up, that was the correct direction for tightening them. You just needed to back them off a bit after centering them. They may still seem to be dragging a bit, but this is usually just the wear ridge or rust on the drum hitting; it's not important. If you're worried that your brakes are dragging too much, check the drum temp after a short drive; they should stay cool. Hot drums after a leisurely drive indicate a problem. Russ is exactly right about the angled notch on the adjusters.
