I think this is a possibility that you could check out. If everything there is really clean, so that you can't see any track, just spray some WD-40 in that area and then blow some dirt on it. Let it sit, then drive it and look for leak paths thru your dust. I'm skeptical about this because I think you would have seen it yourself earlier, but it could still be possible. BTW, have you already replaced the O-ring that seals the governor cover?
