There's probably no problem with this. VW introduced the bracket only in 70 and early cars just had the filter hanging inline. OTOH, the hose on my 68 pulled off the gas tank one warm summer day. I was pretty soaked in gas by the time I got it back in place, and I had lost a quarter tank of gas.
