We can put our cars on "resto" where you pay nothing for the registration, but it doesn't lapse - I've had a car on resto for 4 years now :-) The WOF tests are stored on computer - if you don't have one done you can't register the car (unless it's on resto or a "classic" which is over 40 years old.
