I don't want to drill out > the lock cylinder unless that's where it is for sure. I don't know about the 67, but in all the later locks the return spring is in the electrical part, not the lock part. You might contact Gabriel's VW lock & key, as they do a lot of this work and would know for sure. If the spring is in the lock part they may be able to fix it.
