Sounds like you've done everything right so far. I'm stumped as to how this 
could happen. Look on your vac can arm for that number and make sure that the 
circlip is in position where the arm attaches to the breaker plate. You can 
also look at where the arm comes out of the can. There is a notch cut in the 
arm which limits its travel, which in turn limits the amount of advance you can 
get out of that can.  

The vac can should have a return spring built in and it should return on its 
own, once you remove the vacuum. The easiest way to check this is to suck on 
it. I use a length of windshield washer hose to do this.
