Sure, but it also makes it just about impossible to balance the carbs, and attempts to adjust them will have unreliable results. One of those possible results is too much fuel. It's hard to know from this distance whether you're dealing with new or old problems, or whether it's worn parts, poor adjustment or a combination, and I'm making no assumptions. The bottom line is that all of this has to be looked at carefully and tightened up before you can expect the fuel system to perform right. You were thinking in terms of a carb rebuild anyway; I expect you'll just want to extend that thought to everything above the heads. For myself, when I get hold of a car I just assume that it's *all* mucked up and tear right into it until I can find a solid place to stand, then build back up from there. The alternative, in my experience, is wasting a huge amounts of time chasing little problems around their chains of dependency.
