We had that happen on a '64 Square in about 1966. Luckily it was at slow speed, and the fender retained the wheel quite well. Didn't do much damage, and the VW garage repaired it at their expense since they had left the bolts loose after fitting rear mud-flaps during a service. More a matter of doing things in a different order that had caught out that mechanic rather than smoking crack. In any case it was my fault really, as it was my job to wash the car and I'd complained about the mud that collected in the rear bumper! Dave.
