US automakers took a lot of flak in that era regarding their lack of concern about safety issues, but here it's clear that Norway was way behind, at least on seatbelts. The US required front lap belts in 64 and front 3-point belts in 68. I don't know when rear belts were REQUIRED but VW was providing them by 68, maybe also in 67 or 66.
