It's really just as easy to get at the MC from below, and then you don't risk 
messing anything up when you remove the tank. Lots of people have trouble 
getting the tank to seal again if they remove it.

That's a damper or muffler for the pump. I really don't think it's needed. The 
pump mounts on 2 rubber bushings which can break if overstressed. You should 
replace it if it's bad, but you probably won't be able to without destroying 
the other one, too. I have good US made (1/4-20 thread) spares.
