It should go on when you press it. On our VWs, this lamp has nothing to do with the E-brake. It just lights up if there is pressure in once circuit of the master cylinder and not the other. The early buttons needed to be pushed to test them, but the 72-3 ones have a bit of circuitry in them that turns the lamp on when the key is ON but the engine hasn't started. This circuit commonly fails.
