The valve only gets power when the starter is cranking. An easy way to check
the cold start valve is to remove and plug the fuel line to the valve, if
the problem goes away you found your culprit, if not, hook it back up and
keepa searchin'.

I'm not sure what relay your refering to?

I think that is the possibility Jim recommended checking.
