Here's the trick: Put the rear end on jackstands. Remove ONE wheel and the 2 
small bolts. Start up the car and put it in 2nd gear. Speed up the engine and 
drive the wheels fast. Slam on the brakes. The rust will break loose and the 
drum will be free. Fix that side and put everything back together, including 
putting the wheel and tire back on. Then repeat for the other side.

First fix the leak. Do you know about cleaning out the water drain hoses? Once 
the floor stays dry for a time I think the mildew problem will go away on its 
own.
